Database Administration
The Corporate Services Branch (CSB) operates several central ORACLE servers running national and regional medical service and administrative applications.
As the primary sub contractor for the CSB Database Administration, SINTRAC had the responsibility for maintaining optimum database performance and for providing continuous database access to over 400 users. In order to ensure this high level of availability, SINTRAC's responsibilities were to:
  • Conduct application and database design audits.
  • Make change recommendations to guarantee favorable application response.
  • Develop, maintain, and enforce systems development and security standards.
  • Control all access to databases by developers and production users.
  • Conduct periodic database integrity validation to ensure c ontinuous availability.
  • Work with UNIX administration to develop multi-layered fail-safe back-up procedures.
  • Expand fail-safe backup procedures to encompass data archiving, distribution and historic recuperation.
  • Develop and maintain unified UNIX and DOS macros to interface with on-line and remote peripheral device emulators.
  • Establish inter-operability between UNIX, NT and Novell components running ORACLE, NOTES and MS Access databases on IP, Asynch private and public networks.
  • Customize vendor supplied communication and emulation software such as SMARTERM, KERMIT, ORATERM, SQL*NET, TCP/IP, and ASYNC transfers.
SINTRAC further installed, updated, and migrated ORACLE 6 and 7 RDBMS with the associated development software, such as DATAQUERY and DEVELOPER on DG/AOS MV, DG/UX, AViiON, and various Novell/Windows based PC LAN and WAN platforms. SINTRAC further installed facilities to allow for ORACLE/NOTES/MSACESS inter-platform database access and data sharing. Invariably SINTRAC had to customize software to work within the existing Health Canada environment and respond to an ever changing technical platform.

Paramax Electronics Inc.
Canadian Patrol Frigate National Defense Contract
As a primary subcontractor, SINTRAC assisted Paramax in the analysis of the database requirements for the maintenance and management of the Canadian Patrol Frigate Training Strategy Master Plan and the Combat System Operations Room Training Plan. SINTRAC responsibilities were to:
  • Conduct functional analysis and data modeling with the objective of creating an ORACLE based database to support the Operations Room Team Trainer (ORTT) functional training and scheduling requirements.
  • Establish a work plan and budget for the applications development effort.
  • Conduct an analysis and an evaluation of other ORTT training related ORACLE databases and formulate recommendations for the implementation a fully integrated environment.
  • Make recommendations for the selection of various ORACLE and Inranet tools.
SINTRAC recommended the establishment of a uniform development framework within a UNIX based local and wide area tcp/ip network SUN Server environment.

IMS Canada
Database Design and Analysis
Development of an application for conducting surveys and statistical reporting on Medical Doctor's prescription habits and other demographics. SINTRAC also assisted in the set up of the LAN environment comprised of an IBM RISC 6000 AIX ORACLE server with SQLWindows and PRO C. SINTRAC's responsibilities were to:
  • Define the ORACLE installation environment
  • Size and set up the ORACLE RDBMS
  • Install SQLWindows
  • Develop GUI application standards
  • Define the data dictionary including subject definition, subject relation model, entity definition, entity relation model, process/entity matrix, attribute definition and table and index definition
  • Supervise the development of the programming specification
  • Conduct program, module and system testing
  • Prepare and present weekly status reports
  • Provide system acceptance reviews and demonstrations
  • Conduct user training
  • Document system and user manuals
The environment was set up using ORACLE and SQLWindows with GUI development standards.

Technology Advisor
SINTRAC assumed the responsibility for the technical, architectural and directional management of the customization and development effort for the SQL based Order Processing, Inventory, Price Management, and Financial Applications. In this role, SINTRAC's responsibilities were to:
  • Conceive, plan, and supervise the implementation of the networked Micro VAX/VMS
  • ORACLE development environment
  • Revise the Project Plan and establish the applications development budget (650 K$)
  • Design, revise, and approve the system specifications
  • Test and approve program modules and full system components
  • Coordinate user activity through weekly progress meetings, application reviews, systems demos and user training sessions
  • Ensure the quality and maintenance of updated system and user documentation

Technology Advisor
At St. Lawrence Cement, SINTRAC was responsible for the technical, architectural and directional management of a very large scale Corporate systems integration project. Implementing a Long Rang System Plan. Their responsibilities were to:
  • Complete a study and recommendation for a VAX/VMS ORACLE based development framework environment
  • Revise the project plan and adjust the multi million dollar implementation bud
  • Plan data integration projects for automating data capture from cement plant process control equipment to MIS databases
  • Conclude negotiations for discount agreements with software vendors
  • Manage the acquisition of hardware, communication equipment, system software, and application packages
  • Manage and review the customization and development effort for distribution, financial and manufacturing control management applications

SINTRAC acted to improve administrative controls and operation procedures within the Montreal branch of the Comtech Payroll Company. To achieve this mandate, SINTRAC undertook the following measures:

  • Suggest and implement better controls to keep in line with the budget and performance objectives
  • Review the quality of technical support to marketing and recommend training
  • Develop standards and select tools for programming of IBM PC based systems for various applications such as Waybill Processing at CourrierCom Ltd., Property Management at J.G. Landry Inc., and Time Billing at Consulpro Canada Ltd.

SINTRAC Corp. managed the systems development effort for the implementation of on-line distributed order processing, billing, inventory, accounts receivable/payable, and general ledger systems using VAX networks utilizing BASIC, FMS, RDBMS, and Datatreive. Their responsibilities were to:
  • Provide general guidance and assistance in the area of mini/microcomputer system acquisition, sales, and installation
  • Provide guidance in the establishment of standards and procedures for software development of general accounting and industry specialized packages
  • Establish a new division within IST and assume full project management responsibility, for the mini computer systems integration project at the Co-operative Federee du Quebec

Building a Time Sharing Services Business
SINTRAC Corp. undertook the development and conversion of business applications from batch to time-sharing for this company's client base. SINTRAC provided all services for the completion of the system development and conversion life cycle, such as:
  • Issuing the proposals covering functional specifications, hardware and software requirements, installation plans and budgets for the new service
  • Manage hardware acquisition, system installation and multi-user training
